Scriptures to bear in mind when interpreting this are...
22 For the Father judges no one at all, but he has committed all the judging to the Son,
23 in order that all may honor the Son just as they honor the Father. He that does not honor the Son does not honor the Father who sent him (John 5).
So Jehovah judges no one. Jesus judges the saints as regards whether they are to be sealed, baptized in holy spirit, or burnt, sent to Gehenna. Jesus himself interprets this Psalm to the Pharisees...

So in the literal meaning the Jews were Gods, for the word of God came against them. It is not true that all the sons of the Law were sons of the most high. For sons of God must be born again as an spirit creature, since God is a spirit. But all the Gods under law were born again. These are the sons of the JAC prior to the 1NC. The Patriarchs in the maternal and the paternal lines to Jesus were born again as were Abraham, Isaac and Jacob, since Jehovah is the God of the living, the judicially living.
37 But that the dead are raised up even Moses disclosed, in the account about the thornbush, when he calls Jehovah 'the God of Abraham and God of Isaac and God of Jacob.'

And plainly he was the God of every parent in the line to Jesus. Then we must carefully consider the word Elohim, which is a plural meaning literally 'Gods'. But it can be used as a polite singular as in the 'Royal we'. 'We are not amused' said Queen Victoria! By the ambiguity Principle. Both meanings have power in the account.
